PH EU initial Horizontal Air Service Agreement

10 February 2016 BRUSSELS

Officials of the Embassy of the Philippines and the European Commission met in Brussels on 10 February 2016 to conclude previous discussions between the Civil Aeronautics Board (CAB) and the Commission on bringing existing bilateral air services agreements between the Republic of the Philippines and EU Member States into conformity with European Union law. The outcome document of these discussions is the Draft Philippines-European Union Agreement on Certain Aspects of Air Services, also known as a PH-EU Horizontal Air Services Agreement (ASA).

The PH-EU Horizontal ASA will remove nationality restrictions in the bilateral air services agreements between the Philippines and EU Member States by recognizing the principle of EU designation. Furthermore, this agreement seeks to harmonize standards and provisions between the Philippines and EU Member States in the fields of safety, taxation of aviation fuel, and compatibility with competition rules.

H.E. Ambassador Victoria S. Bataclan initialled the draft PH-EU Horizontal ASA on behalf of the Philippines, with Mr. Carlos Bermejo Acosta, Head of Unit - International Transport Affairs - DG MOVE, initialling on behalf of the European Union.

The agreement is expected to be signed later this year.
