11 November 2011, Brussels - As part of its efforts to increase the number of overseas absentee voters to the May 2013 National Elections, the Philippine Embassy in Brussels conducted its the 1st "Akyat Barko" field registration this year on 11 November 2011 at the Port of Antwerp, Belgium.

The team, headed by Second Secretary and Consul Christina Rola (5th from left), was able to register 20 seafarers of the all-Filipino crew of Japanese cargo ship M/V Santa Isabella that was docked in Antwerp due to the Europe-wide holiday, the Armistice day.

The Port of Antwerp, a multifunctional port where all types of freight are loaded, unloaded, stored and handled, is the second largest port in Europe for international shipping freight and the tenth largest in the world.

The Philippine Embassy is set to hold field registrations in Luxembourg and in other places in Belgium to increase the participation of Filipinos there in the May 2013 National Elections.

All Filipino nationals who are at least 18 years old can register as overseas absentee voters. They need only to present their valid Philippine passport to be registered. For complete information, you may check the Embassy's website at

Amb. Bataclan presents her credentials to EU

Brussels, 15 November 2011 -   Ambassador Victoria S. Bataclan presented today her credentials to EU President Mr. Herman Van Rompuy at the Justus Lipsius Building, seat of the EU Council headquarters.

Mr. Van Rompuy is the first President of the European Council, a position created under the Lisbon Treaty. He assumed the position in December 2009.

Ambassador Bataclan conveyed the best wishes of President Benigno S. Aquino III for Mr. Van Rompuy's personal well-being and for the prosperity of the European Union.

Mr. Van Rompuy also extended his personal best wishes to President Aquino and to the Filipino people.PresCred-VSB2

Ambassador Bataclan and Mr. Van Rompuy exchanged views on the current state of Philippines-EU relations highlighting the EU's role as a development partner, the signing of the partnership and cooperation framework agreement, proposed negotiations on a free trade agreement, and raised interests and issues such as human rights,  migration, maritime training & certification, ban on Philippine air carriers, on-going Philippine peace process, situation in Mindanao and the development and humanitarian assistance extended by the EU for victims of natural disasters in the country and displaced persons in Mindanao.

Mr. Van Rompuy said  he looked forward to advancing relations with the Philippines by enhancing the level of cooperation in various fields to contribute positively to the country's overall development.

Ambassador Bataclan assured Mr. Van Rompuy of the Philippines' commitment to further advance its relations with the European Union.

38th Brussels Int'l Independent Film Festival

4 November 2011-- Philippine Ambassador to Belgium H.E. Victoria Bataclan hosted a reception at the Philippine Embassy tonight in honor of the Philippine participants to the 38th Brussels International Independent Film Festival. This year, two Philippine films have made it to the international competition category of the festival, namely "Deadline: The Reign of Impunity" by veteran film and television director Joel Lamangan and "Busong" by Auraeus Solito who recently brought this film to the Cannes Film Festival earlier this year.

In her message, Ambassador Bataclan said that "the Philippine Independent Film Industry is very much alive as we continue to stage our annual Cinemalaya ("free cinema") which started in 2005 and is supported by the Cultural Center of the Philippines. The directors of both films, Mr. Lamangan and Mr. Solito, have made a name for themselves in Philippine cinema and have carefully chosen storylines that represent certain realities in the country that are worth sharing to the world. I have no doubt that you will enjoy experiencing these films through their eyes".Filmfest_2

At the showing of "Deadline" later that evening, at the Centre Culturel Jacques Franck, the Ambassador had the opportunity to address the viewing public, giving them a brief background on the director and the plot of the film. "Busong" had already been shown the night before, notably well attended by members of the Filipino community of Brussels to show their support. The awarding ceremony of the festival will be on Sunday, 6 November 2011.

Film "Busong" wins Brussels Film Festival

6 November 2011 - Internationally-acclaimed Philippine director Auraeus Solito of "Maximo Oliveros" fame hits it big in Brussels as he takes home the Emile Cantillon Prize (Prize for the Cinema of Tomorrow) at the 38th Brussels International Independent Film Festival for his film "Busong", a film that received a 5-minute applause in the Cannes Film Festival earlier this year.

Philippine Ambassador to Belgium, H.E. Victoria Bataclan, who was present when Mr. Solito received a medal of honor from the City of Brussels earlier that week, said that "this win is well-deserved. Not only had Busong captured the physical beauty of Palawan, but it showcased Philippine indigenous culture, which remains distinct from Filipino traits emanating from foreign influences and which is very much alive today. The director himself is living proof of this, as he hails from the Palaw'an tribe.  Bravo, Auraeus for telling the story of your ancestors and of our people".

The plot, as detailed in the film's official website (, revolves around Punay (Alessandra de Rossi), who is born with wounds on her feet and cannot stand up because of them. Her brother, Angkarang (Rodrigo Santikan), carries her on a hammock, as he searches through the changing landscape of Palawan in the hopes of finding a healer for Punay. Different people help him carry his sister along the way - a woman looking for her husband, a fisherman who lost his boat, and a young man who is searching for himself - and each one meets his/her fate.Busong-website_2

Aureaus Solito's films have been shown in over 50 film festivals around the world including at Sundance, Cannes and in Berlinale - where his first feature "Ang Pagdadalaga ni Maximo Oliveros" won three international awards. "Maximo" won 13 more awards from other well-known international film festivals. Busong is the first film of Solito's Palawan trilogy which is based on stories told to him by his mother about her experiences in her hometown Puring as a member of the Palaw'antribe.END.

ASEAN Ambassadors visit to EP

26 October 2011 -- Philippine Ambassador to Belgium, Luxembourg and Head of the Philippine Mission to the European Union, Her Excellency Victoria Bataclan, joined the Association of Southeast Asian Nations (ASEAN) Brussels Committee  - or the ABC, an organization of Ambassadors heading the missions in Brussels of the ten ASEAN member states - for its visit today to the European Parliament (EP) in Strasbourg, France.

This visit, initiated by the current ABC Chair, Vietnamese Ambassador H.E. Pham Sanh Chau, is intended to reaffirm the strong ties that exist between the European Union (EU), through the EP, and ASEAN, through the ABC.EP_2

Ambassador Bataclan highlighted the timeliness of this visit "especially at this time that the European Union and ASEAN are moving forward with their integration processes through the implementation of the Lisbon Treaty and the realization of the ASEAN Community 2015, respectively". She added that, "this visit served as an opportunity for both sides to explore possible areas of cooperation towards the realization of each other's organizational goals and targets".

Apart from a call on EP President, Mr. Jerzy Buzek, for a brief photo session, the ABC met with the Mr. Libor Rouček, EP Vice President with special responsibility for relations with Asia, as well as with the EP delegation for relations with ASEAN, led by MEP Dr. Werner Langen. Under the Philippine Chairmanship last year, the ABC had commenced its regular informal dialogue with this EP delegation.

EP_3Ambassador Bataclan held separate pull-aside meetings with the MEPs to articulate Philippine government efforts to pursue economic development programs, promote human rights as well as efforts to achieve genuine and lasting peace in Mindanao and other affected areas. She also conveyed the Philippine government's desire for the EU to continue its active engagement in the development aspect of the Mindanao peace process.END.
