Brussels, 21 October 2011 - Philippine Ambassador to the Kingdom of Belgium, Grand Duchy of Luxembourg and Head of the Philippine Mission to the European Union H.E. Victoria S. Bataclan led the officials from the Philippine Social Security System (SSS) in meeting with the concerned Belgian officials to discuss the implementation of the Philippines-Belgium Social Security Agreement signed in 2001 and took effect in 2005. The Ambassador was joined by SSS President Emilio De Quiros, Jr. and Senior Vice President Judy Frances See who called on the Belgian officials to pursue the objectives of the Agreement and invited them to visit Manila to explore other areas of cooperation.

Following the meeting, Ambassador Bataclan requested the SSS officials to brief the Filipino community in Brussels on the implementation of the bilateral agreement and how they would benefit from it. Mr. De Quiros gave a presentation on the Agreement and explained its provisions especially those affecting the Filipino migrants in Belgium. A "question and answer" portion clarified the various concerns raised by the Filipino community.

On 22 October, a briefing was also conducted in Antwerp. The Philippine Honorary Consul in Antwerp, Mr. Antonio Guansing gathered the community leaders at the Stella Maris Center not only to hear the briefing of the SSS officials but also to meet the newly-arrived arrived Philippine Ambassador.SSS_2

In her remarks, Ambassador Bataclan expressed her appreciation for the Filipinos who arrived at the Center despite the cold weather.  She conveyed her desire to work closely with them and gave assurance that she will be available and the Embassy in general in case they need help, advice or to discuss projects for the Filipino community and the Philippines.  She reiterated again her earlier request made when she met for the first time all the FilCom leaders in Belgium last 14 October in the Embassy.

The FilCom leaders lauded Ambassador Bataclan for bringing the SSS officials in Belgium and appreciated the information on Filipino benefits from the bilateral agreement.  Ambassador Bataclan also met about 20 Filipino seafarers who greeted her with enthusiasm.  She assured them that the Embassy is ready to extend its full support to them should they need its assistance especially on matters concerning the protection of their well-being.

SSS_3The visit to Belgium of the SSS officials was part of the SSS OFW Caravan 2011 which covered practicaly all the key cities in the Middle East and Europe with big concentrtaion of Filipino workers.  The SSS coverage of Filipino migrants is part of the Philippine government's package of protection for the more than nine million Filipino nationals working and living overseas. - END

Notice is hereby given that under Republic Act No. 9189, otherwise known as "The Overseas Absentee Voting Act of 2003"and Republic Act No. 8189, otherwise known as "The Voters Registration Act of 1996", (the system of continuing registration), all citizens of the Philippines abroad, not otherwise disqualified by law, and at least eighteen (18) years of age by 13 May 2013 (the day of the elections), shall file an application for registration as overseas absentee voters while those who are already registered under the said Act shall file an application for certification.

For purposes of the 2013 national elections, applications for registration/certification and for transfer of registration records to Belgium and Luxembourg from other countries, shall be filed at the Philippine Embassy in Brussels located at 297 Avenue Moliere, 1050 Brussels, Belgium from 03 November 2011 to 31 October 2012 (Monday to Friday, except on holidays announced in by the Embassy).

Applications for transfer of registration records from Belgium or Luxembourg to a city, municipality, or district in the Philippines will also be accepted until  15 October 2012 at the Embassy.

Ambassador Bataclan Pays Courtesy Call on the European Commission's Chief of Protocol

Brussels, 14 October 2011 - Newly-appointed Ambassador to the Kingdom of Belgium, Grand Duchy of Luxembourg and Head of the Philippine Mission to the European Union H.E. Victoria S. Bataclan paid courtesy call on the European Commission Chief of Protocol, Mr. Nicolas de la Grandville, to hand deliver the copy of her Letters of Credence to the President of the European Council, Mr. Herman Van Rompuy, and to the President of the European Commission, Mr. Jose Manuel Barrosso.

During the meeting, Ambassador Bataclan reaffirmed to the EU official the excellent relationship that exists between the Philippines and the EU and conveyed to him that she looks forward to working closely with the various EU institutions.  She cited the ongoing ASEM conference on Interfaith Dialogue in Manila wherein the EU lent its support, as well as EU's keen interest in the establishment of an ASEAN centre for conflict resolution and peace governance.

Mr. de la Grandville mentioned that ASEAN's experience is valued by the EU because the latter learns from ASEAN cooperation and how its member states pursue close collaboration with each other.  The EU official shared his views on the ongoing European integration, and informed Ambassador Bataclan of the 17 Eurozone members' efforts being made to address the current Eurozone crisis, including the Greek sovereign debt crisis.

Ambassador Bataclan also mentioned to the EU official the soon to be carried out important projects between the Philippines and the EU foremost of which is the signing of the framework of the Partnership and Cooperation Agreement (PCA). - END

Philippine Ambassador to Belgium Victoria Bataclan welcomes the Saint Louis University Glee Club, Dance Troupe and Tanghalang SLU during its first ever European tour

20 October 2011 -- Her Excellency Victoria Bataclan, Philippine Ambassador to Belgium, Luxembourg and Head of the Philippine Mission to the European Union, welcomed the Saint Louis University Glee Club, Dance Troupe and Tanghalang SLU (theater group) to Belgium by joining them last Sunday, 16 October 2011, for the Filipino mass at the St. Remy Church in Brussels and watching their performance - the first ever in Europe - for the Filipino community there.

The group, collectively known as the SLU Center for Culture and Arts (CCA), had prepared two formats for its series of performances in Belgium: one part of the performance is called "Pamana" (Heritage), which is a rich cultural show case of the best of the various regions of the Philippines, since the time of the colonial period up to the present.

The second part of the group's performance called "Inglay" is a neo-ethnic dance drama that depicts the practices, traditions and rituals of the highland people. As a larger performance space was necessary, "Inglay" had been intended for the group's performances in the bigger venues, namely at the University of Gent (October 22) and the Katholieke Universiteit (K.U.) Leuven (October 21).

The administration of K.U. Leuven was responsible for bringing the SLU CCA to Belgium, in recognition of the past six years that it enjoyed a partnership of academic and research cooperation with SLU.

Instrumental to this visit was Reverend Father Paul Van Parijs, former President of Saint Louis University, from the Belgian Congregation of the Immaculate Heart of Mary (CICM) that founded SLU in 1911. SLU celebrates its centennial this year.

In a lunch hosted by Ambassador Bataclan for the SLU Group at the Philippine Embassy today, she congratulated them for a "world-class performance" and expressed her wish that "SLU could soon be able to join the ranks of the other prestigious Filipino chorale groups that are able to participate in international chorale competitions such as the Concorso Polifónico Guido d'Arezzo (International Guido d'Arezzo Polyphonic Contest) and the European Choral Grand Prix".

Apart from its performances in Brussels and at the universities, the SLU group has lined up performances in various churches namely in Kortrijk (held on October 17), Luchteren (held on October 20), Gent (for October 22) and Tienen (for October 23).END.

Ambassador Bataclan Attends POLO-Brussels' Launching Session on "Savings, Investment and Entrepreneurship Promotion"with Community leaders

Brussels, 14 October 2011 - Philippine Ambassador to the Kingdom of Belgium, Grand Duchy of Luxembourg and Head of the Philippine Mission to the European Union H.E. Victoria S. Bataclan attended the Launching Session on "Savings, Investment and Entrepreneurship Promotion" for community leaders conducted by Mr. Rustico De La Fuente, Head of the Philippine Overseas Labor Office in Brussels.  She said that this project was launched in line with the goal of the Philippine government to further economically empower Filipino migrants and their families.

In his presentation with the FilCom leaders, Mr. Dela Fuente stressed the following reasons for promoting savings, investment and entrepreneurship among Filipino Migrants:

  • Filipino migrants and their families have emerged as a new sector in Philippine society deemed as the new middle class which has enormous economic potentials.
  • There is a need to support the most commonly observed aspirations of Filipino migrants, namely: children's education, house and lot acquisition; owning a business.
  • According to UP-ISSI, Filipino migrants generally possess traits of successful entrepreneurs/businessmen.
  • Migrants and their families have the opportunity to build capital through savings.

Some businesses suggested during the lecture which Filipino migrants may pursue are: (a) Magnegosyo Tayo Program; and (b) Bakasyon at Negosyo Project where one can visit demo farms and production sites while on vacation in the Philippines.

The FilCom leaders appreciated the lecture and expressed looking forward to see more of this kind of activity in the future. Ambassador Bataclan lauded POLO-Brussels for coming up with this worthy project for the FilCom. - END

Those with immediate travel plans are advised to wait until their passports are released before confirming their flights.
